The dimensions of CC-BY-NC are well known, apply to other works, and are clearly articulated. CC-BY-NC also <a href="http://creativecommons.org/licenses/by-nc/1.0/" rel="nofollow">has</a> <a href="http://creativecommons.org/licenses/by-nc/2.0/" rel="nofollow">versioned</a> <a href="http://creativecommons.org/licenses/by-nc/3.0/" rel="nofollow">URLs</a> for the terms. What if the license at the end of the OCLC URL changed at any time -- would it retroactively apply to people's data? Thanks for drawing that parallel John, yes it is very similar.
